Hidden Fears Of Teacher Union About Pre-Tertiary Education Bill Exposed

HIDDEN FEARS OF TEACHER UNIONS EXPOSED- THEY FEAR LOSING THEIR MEMBERS TO CLOGSAG.

It is now becoming clearer why PreTertiary teacher unions are so much agitated and fighting the new education bill. The reason why some of their communicators are peddling falsehood and planting fear amongst teachers to win their support and sympathy. One of such falsehood is about payment of salaries which is dealt with in this article. Look out for more soon.

These amongst others are the questions asked by teachers pertaining to salary payment.

  1. Would basic school teachers salary vary from districts to district based on the financial strength of the districts? NO!

  2. Can it happen that the teachers in a particular district would have their salaries delayed or carried over because the assembly doesn’t have funds? No!

  3. Would district assemblies be directly be responsible for payment of basic school teachers salaries? No!

Explanation: According to the new decentralisation bill entitled PRE TERTIARY EDUCATION ACT, 2019. District Assemblies would now be responsible for basic schools thus KG to JHS. Thy would be placed under an umbrella called Department of Education, Youth and Sports- Education Section to be specific.

Staff or workers of district assemblies employed by government have and association called CIVIL AND LOCAL GOVERNMENT STAFF ASSOCIATION OF GHANA ( CLOGSAG) a trade union and the mouthpiece of workers in the Civil and local government service as well as other establishments. This employees are on GOG payroll and are paid directly from Controller and accountant General department (CAGD).

So, since basic school teachers and education section workers are staff working under one of the branches of the District Assembly employed by government, they would automaticaly be part of these association and be be paid directly from controller and there won’t be any district based differential payment or irregularities in payments if the assembly does not have enough funds or whatsoever. But, the final validation would be effected from the District Assembly.

It’s also worth noting that, there are other staffs of the District Assemblies that receives table top salaries. These are casual workers employed by the assemblies like cleaners, revenue collectors, etc Their story is different. Their salaries are determined by the executives of the local government based on their financial strength and payment is sometimes determined by availability of fund in the internally generated fund of the assembly.
